What a Professional Consultants Certificate (PCC) gives you
A Professional Consultants Certificate (PCC) confirms that a suitably qualified professional has monitored the construction of a new or recently built home. It is widely accepted by mortgage lenders as an alternative to a structural warranty for properties less than 10 years old.
If you are buying, selling or remortgaging a new-build without a warranty in place, a PCC can keep your transaction moving.

“I had to get a retrospective new build certificate just before we were closing a sale on a property, time was very limited. Saif was able to come out and do a site visit within 2 working days, a report with outstanding items was provided within 2 days (which I was told by my case handler has been done in record timing due to the nature of our situation). I had a few queries for the unresolved items on the tracker and Saqib was very helpful at providing advice and solutions. He also reviewed the new images and information provided efficiently to get everything resolved to ensure we met our deadline to receive our certificate in time for exchange. Overall I was very happy with my experience with MSR Surveying and I highly recommend them to everyone.”
“Second time using MSR surveying! Both times have been a quick and efficient process. Communication is brilliant, the detailed surveyors report is brilliant… Very personable, knowledgeable, honest & transparent. Will definitely recommend every time!”
“MSR Surveying were very impressive from start to finish. Booking was simple and quick. Saqib our surveyor was very knowledgeable and called me after the survey to give an update. The report was very thorough and it was good to have expert advice. Saqib went above and beyond to point out key findings. I highly recommend MSR for value and assurance from a trusted company.”
“From my initial conversations with Siphe at MSR Surveying, to having it booked in and conducted, I was reassured and impressed with the entire seamless process… A follow up in-depth call with Saqib was the icing on the cake. He was very generous with his time, thorough and took me through different elements with patience and customer care at the forefront.”
“Amazing service and survey by Saqib who went far beyond expectations. Siphe also very helpful in the office. Amazing value compared to some of the others out there but it just shows that you can get a great deal with great service and delivery. You won't be disappointed.”
“The survey itself was detailed, clear and very well explained, but what really set Saqib apart was the time and care he took afterwards to talk us through the issues that came up. He was patient, approachable and generous with his time, answering our questions fully and helping us understand not just what the report said, but what it actually meant in practical terms. If you are looking for a surveyor who is highly professional, meticulous, honest and genuinely invested in his clients, I would highly recommend Saqib.”

A Professional Consultants Certificate (PCC) is a document issued by a qualified chartered surveyor confirming that a new build or conversion has been constructed to an acceptable standard. It provides assurance to buyers and mortgage lenders that the property meets RICS building standards.
A PCC is typically required for new build properties or conversions that were not covered by an NHBC or other structural warranty at the time of construction. Mortgage lenders often require a PCC or equivalent warranty before approving a loan on such properties.
A structural warranty (such as NHBC) is an insurance-backed guarantee that covers defects for a set period, usually 10 years. A PCC is a professional certification that the property has been built to a satisfactory standard. A PCC is generally more affordable and quicker to obtain, making it a practical alternative where a full structural warranty was not arranged during construction.
Yes. If a property was built or converted without a warranty in place, we can carry out a retrospective inspection and issue a PCC. This involves a site visit to assess the current condition and workmanship of the property against RICS standards.
The timeline depends on the property and whether any remedial works are needed. In straightforward cases, a site visit can be arranged within a few days and the certificate issued shortly after. Where outstanding items are identified, we provide a clear tracker of what needs resolving before the certificate can be issued.
Yes. A PCC issued by an RICS-regulated surveyor is widely accepted by mortgage lenders as an alternative to a structural warranty, particularly for properties where a warranty was not arranged during the original build.
If the inspection identifies items that do not meet the required standard, we provide a detailed report of the outstanding works. Once these are resolved and evidence is provided (such as updated photos or contractor sign-off), we re-inspect as needed and issue the certificate.
